@David@SEM Labs, Yes, you can get one here: http://www.replaceyoursalary.com/article-submitter.html. There’s a free and paid version. Another route you could take is outsourcing the submitting to someone else. You could find someone through GetAFreelancer or similar site.

Do you know of any good software that automatically or semi-automatically submit article to these and other top directories? Personally I don't think article marketing is worth the effort of hand submission. I believe that time could be better spent on other pursuits. @Affiliate Marketing Tips, Hey Peter! Yeah, I still get traffic from old submissions. I actually haven’t written or submitted any articles in a while now as I’ve been busy doing other things. The traffic still comes. Linking to internal pages is a good strategy.

@Glass Beads, It really doesn’t matter. I recommend the article be at least 400 words long or more. A couple of article directories require 500 or more, but most require 250 or 300.
